I found this (and more) at Lilac.
I might attempt playing around with this motif on my own.
The flowers are definitely hooked; however, the leaves
appear to be shuttled.
Let's see how it goes.

the leaves are a crochet stitch known as solomons knot
Oya can be in different ways. You found crochet one. It can be needle lace, made with beads,tatting etc. They are generally used for around kind of a scarf which name is Tulbent(gave the name to tulip). If you look at Turkish handcrafter's blogs I am sure you can find more patterns. Because OYA is exactly Turkish. Try to look this link:
